Hanging Window Shades in Concreate board?

Hey everyone, Got a problem that I hope that someone may be able to assist me with.

What I am doing is attempting to hand up some brackets that will hold roman shades into the top frame of a window.

The Issue that I have come across is that I am trying to secure this in what I have found out is concrete board with about 1/4″ space between that and what I think is concrete block. from what I have tried so far I have been left with a few small holes in the concrete board where screws and anchors have ripped free. I have come to the conclusion that there is not going to be enough room between the board and what I am assuming is concrete block to use toggle bolts or the larger expanding anchors.

What would be the best way to move ahead with this?

The only thing That I have come up with is to take a board the width of the inside window frame, use construction adhesive and press that into the top window frame and use that as a basis to secure my brackets. is this enough?

How do I hang anything on concrete walls? Need help w/ my curtains?

I have roman shades that are made to be hung by a wooden pole that goes through the fabric at the top and then a bracket fits around the wooden pole on each end and then a ***** goes through the bracket and into the ceiling…but i have concrete walls and anytime you hammer or drill into the walls it just makes a big hole-so hanging something from the ceiling with weight pulling it down is impossible. What else can I do to get these curtains up? I’m renting my apartment by the way, so I can’t do anything too drastic…I’m willing to try just about anything though-even if it means reconstructing the shades to hang some other way…who knows. Please help!!

Anybody put a curtain rod on a steel door?
